Russia-India Relations and Pandemic Test of the Global Governance

On July 23, 2020 Russian National Committee on BRICS Research, BRICS Russia Expert Council and Observer Research Foundation (India) held the online round table, titled “Russia-India Relations and Pandemic Test of the Global Governance”.

The experts discussed the role of the two strategic partners in the new world order, the future of international institutions and multilateral organizations like BRICS, of which both India and Russia are important members, the major challenges faced by global institutions in tackling the pandemic, opportunities of India and Russia to lead BRICS towards enhanced collaboration in areas like public health, setting the stage for further cooperation on other challenges including climate change, the impact of the changing world order on the functioning of multilateral institutions in general and on BRICS in particular, and what do these developments mean for bilateral Indo-Russia relations.

The event was attended by distinguished experts from Russia and India, including Dr. Sergey LUNEV, Professor of the Oriental Studies Department of the MGIMO University, Dr. Samir SARAN, President, Observer Research Foundation, Dr. Lydia KULIK, Head of India Studies, SKOLKOVO Institute for Emerging Market Studies; Research Fellow, Center for Indian Studies, Institute of Oriental Studies, RAS, Ms. Suhasini HAIDAR, National Editor and Diplomatic Affairs Editor, The Hindu, Dr. Tatiana SHAUMYAN, Head of the Center for Indian Studies, Institute of Oriental Studies, Russian Academy of Sciences, Dr. Alexey KUPRIYANOV, Senior research fellow, Institute of World Economy and International Relations (IMEMO), Russian Academy of Sciences, Ms. Nivedita KAPOOR, Junior Fellow, Observer Research Foundation.

H.E. Nikolay KUDASHEV, Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of India and H.E. D.B. Venkatesh VARMA, Ambassador Extraordinary and Plenipotentiary of the Republic of India to the Russian Federation delivered opening remarks at the event.

The meeting was chaired by Dr. Victoria PANOVA, Managing Director of the National Committee on BRICS Research (Russia); Scientific Supervisor of the BRICS Russia Expert Council and by Mr. Nandan UNNIKRISHNAN, Distinguished Fellow, Observer Research Foundation (India).

National Committee on BRICS Research is a non-profit academic think tank, created in 2011. The primary goal of the Committee is to promote Russia’s position and its expert assessments internationally, and to coordinate the activities of leading research organizations and experts regarding BRICS. With Russia’s Chairmanship of BRICS in 2015 and 2020, the Committee’s work has acquired special importance. The National Committee on BRICS Research is an integral part of all the main activities being conducted by the Russian Federation in the framework of its BRICS Chairmanship.

BRICS Russia Expert Council was created in 2019 to carry out scientific research, expert advisory and analytical activities within the framework of preparing and ensuring the Chairmanship of the Russian Federation in the BRICS association with the participation of the National Committee on BRICS Research on the basis of the structural subdivision of the Russian Academy of National Economy and Public Service under the President of the Russian Federation. The main purpose of the BRICS Expert Council is to organize and carry out research, create expert platforms, work out meaningful issues of ensuring the activity of Russia in the BRICS association, including within the framework of its Chairmanship in 2020, and study the strategies of developing countries and new international formats.

The Observer Research Foundation (ORF) is an Indian research center that brings together politicians, economists and academics to formulate an effective political and economic strategy for India's development.
